Our process is that we will first want to review exactly what the upgrade contains and whether or not it is worth the effort to upgrade.
Each platform and each respective upgrade has its own details and considerations.
If there are known security flaws that are fixed in an upgrade, then yes, we are very likely to recommend an upgrade. Security is one item that we do not take lightly in respect to our clients' digital footprints.
If there is a feature that is in the next release, but our client has no need of it, then we will probably not recommend pursuing it.
And even some clients have governance policies that require strict upgrade procedures.
